Vietnam launches into New Space Age with assistance from Japan

Backed by a Japanese loan, the new Vietnam National Space Center reflects the tightening strategic alliance between the two nations.

The new Vietnam National Space Center (VNSC), a nine hectare space complex at Hanoi's Hoa Lac Hi-Tech Park that was inaugurated in March, is among the most technologically advanced in Southeast Asia.

The complex is equipped with a 9.3-meter antenna ground system. It provides mission control, satellite data processing, research and development labs, a space museum, and a human resources development center.

VNSC is under the auspices of the Vietnam Academy of Science and Technology, which oversees the national space budget and strategic international technology transfers.

Backed by a $266 million Japanese loan, the new center also serves as a powerful symbol of the tightening strategic alliance between the two countries.

The inauguration kicked off the Vietnam-Japan Space Horizons 2026 Forum, where Japanese delegates welcomed a new chapter of bilateral cooperation, emphasizing Tokyo's commitment to advancing Vietnam’s space initiatives.

The partnership will prioritize Earth observation, leveraging satellite data for everything from managing agriculture and maritime security to assisting with disaster relief efforts.

With the VNSC, a structured legislative framework, and a robust alliance with Japan, Vietnam is establishing itself as a real player in the global space sector.

Vietnam’s action plan

At the ceremony, then Prime Minister Pham Minh Chinh spoke of the need to drive space development with improved innovation, international cooperation, and sustainable development of technologies, per the Vietnam News Agency.

Chinh outlined six key tasks and solutions designed to build a competitive and secure domestic space sector:

  • Improving institutions, mechanisms, and policies governing space activities (including drafting a national space law)
  • Mobilizing and effectively using diverse resources from public and private business sectors
  • Developing a robust shared satellite data infrastructure
  • Training high-quality human resources in space science and satellite technology
  • Ensuring the effective, safe and sustainable operation of the new VNSC
  • Strengthening and deepening international collaboration, particularly translating high-level Vietnam-Japan space agreements into concrete projects

From dreams to orbit

Highlighting Vietnam’s deep-rooted connection to space exploration, Chinh recalled how Vietnamese cosmonaut Pham Tuan made history in 1980 as the first Asian in space during the Soviet Soyuz 37 mission.

Since establishing its formal space strategy in 2006, Vietnam has steadily built up its orbital presence, launching the (Lockheed Martin developed) VINASAT-1 and VINASAT-2 telecommunications satellites in 2008 and 2012.

The VNREDSat-1, developed with France’s Airbus Defense and Space, followed in 2013, as a primary remote-sensing asset; with the country's first domestically developed microsatellite PicoDragon also launched that year.

MicroDragon, built with Japan for Earth observation, launched in 2019; and in 2021 the Vietnamese-built NanoDragon was placed into orbit, to demonstrate sea vessel Automatic Identification System (AIS) signal reception from space.

The next major milestone will be the completion of the advanced radar satellite LOTUSat-1, which Vietnam and Japan aim to launch by the end of 2027.

Synthetic aperture radar (SAR) satellites like this one are vital to Vietnam’s expanding space industry as they allow day-and-night imaging through heavy cloud cover, a must for monitoring tropical areas like Southeast Asia.

Data sharing revisions

The collaborative partnership between VNSC and the Japanese Aerospace Exploration Agency (JAXA) began in 2017, centered on the shared use of imagery from Japan's Advanced Land Observing Satellite-2 (ALOS-2).

Armed with a high-performance L-band PALSAR-2 radar sensor, ALOS-2 has captured over 130,000 images of Vietnam, with approximately 100,000 of those files integrated directly into the Vietnam data platform.

This zero-cost data-sharing agreement has allowed VNSC to equip Vietnam's scientific community with remote sensing tools, enabling researchers to track Mekong Delta agricultural yields and map rapid flooding, among other uses.

The partnership expanded following JAXA's July 2024 launch of the next-generation ALOS-4 satellite. Equipped with an upgraded PALSAR-3 sensor, ALOS-4 delivers both broader coverage and sharper resolution.

This technical leap offers VNSC access to superior data streams.

To accommodate these technical upgrades, both organizations agreed to amend their original 2017 charter.

The revised framework preserves the partnership's foundational goals: JAXA will supply data from ALOS-2 and ALOS-4, while VNSC remains responsible for processing the imagery and publishing scientific reports on its applications.

This amendment formally designates VNSC as Vietnam’s sole authorized agency for receiving this international data stream.

By securing this legal basis, the agreement guarantees observational data continuity while unlocking new avenues for Vietnamese ministries to leverage cutting-edge radar technology.

The signing and document exchange ceremony for the new charter took place in May during Japanese Prime Minister Sanae Takaichi's state visit to Vietnam, with Vietnamese Prime Minister Le Minh Hung in attendance.

2030 and beyond

At the VNSC inaugural ceremony in March, Chinh presented a highly ambitious roadmap for Vietnam's space program. By the year 2030, the country aims to establish itself as a leading, mid-tier space power in Southeast Asia.

Beyond 2030, the goal is complete self-reliance, giving Vietnam the capability to manufacture its own satellites and process space data autonomously.

Most importantly, the former Prime Minister made it clear that Vietnam's celestial ambitions are rooted strictly in peaceful initiatives.

"Vietnam consistently pursues the development of space technology for peaceful purposes, in line with UN conventions and international law, while ensuring national independence and self-reliance," he said.

To turn this vision into a reality, the Vietnamese government is preparing several key structural initiatives.

Among them, drafting a comprehensive national space law, creating a commercial marketplace for satellite data, and cultivating a vibrant and localized "space economy" ecosystem.
